FSCA Develops a Sample School Counselor Evaluation Toolkit

FSCA is proud to announce the development of the FSCA School Counselor Evaluation Toolkit, developed in response to the recent passage of HB 753, aligning school counselor evaluation to the Florida School Counseling Standards (Rule 6A-5.079). FSCA's advocacy in every step of the legislative process was influential in passage of HB 753. While the bill currently awaits the Governor’s signature, it is expected to take effect July 1, 2026.  

This toolkit reflects a critical shift: school counselors should be evaluated based on their impact on student outcomes, not on tasks or teacher-based frameworks. It provides a clear, standards-aligned approach that centers data-driven practice, comprehensive program implementation, and measurable results for students.

Importantly, this work was developed by the FSCA Advocacy & Government Relations Committee, representing fifteen districts and each state region, and further refined through revision and vetting by a team of 9 district school counseling leads across Florida, ensuring both strong policy alignment and real-world applicability. It also acknowledges a key reality: when non-counseling duties limit program delivery, evaluation must account for those constraints while maintaining high expectations for impact.

The FSCA Board of Directors approved this toolkit on April 27, 2026. District school counseling leaders have received the toolkit to review and adopt or adapt the toolkit to fit local needs. Districts are requested that if used, or a version of it used, to please notify FSCA so we can continue strengthening this work statewide.

This is an opportunity to ensure school counselors are positioned and evaluated as essential leaders in school improvement.
